Analysis of the current institutional and legal set-up in the country to help identify the key/host LDN institution responsible for monitoring and reporting (with clearly defined responsibilities) on LDN progress. At least 2 national/subnational LDN reports benefit from the country monitoring and information system and acknowledge. Monitoring and information sharing system for LDN and SLM indicators operating at the national and sub-national level and hosted by key institutions (identified under output 1.1.1).
Indicative sources of Co-financing for the Project by name and by type Sources of. Project Justification
The Proposed Alternative Scenario with A Description of Outcomes and Components of The Project
The proposed alternative scenario implies the existence of national and local institutions with the capacity to implement and promote SLM practices, as well as to understand the socio-economic benefits from these practices. Second, this alternative scenario would consist of the establishment and operation of an LDN monitoring and reporting system. In other words, according to Objective 2 of the GEF7 land degradation focus area, through this FAO-UNEP proposal, the GEF will build capacity at various levels necessary to restore and maintain functional landscapes, and the development of monitoring and support reporting systems, in order to support BiH voluntary LDN target implementation.
The project's theory of change is based on the joint delivery of 3 outcomes: Outcome 1.1 and Outcome 1.2 will help remove barriers to national and local capacity for LDN. These three results will result in a suitable environment to support the implementation of the LDN objective, which will lead to the prevention of land degradation processes in Bosnia and Herzegovina in the long term. The objective of the project is to foster a coherent policy environment and track progress towards achieving the national LDN objectives.
This objective will be achieved as a result of this project, with an alternative scenario implemented through the following two components:.
Creating an enabling environment for LDN
A capacity development program will be established for setting LDN targets for the authorities concerned. The training program will focus on the Ministry of Foreign Trade and Economic Relations (Department for Agriculture, Food, Forestry and Rural Development and Department for Environmental Protection), the ministries of the entities responsible for environmental, agricultural and spatial planning issues . The capacity development program will focus on equal participation of men and women and will facilitate a common approach in efforts to tackle land degradation by enabling effective and coordinated cooperation and communication between ministries.
At the local level, this proposal will focus on the demonstration of measures to achieve LDN goals in two priority areas in FBiH and RS. Under Component 1, several best practices in SLM and SFM in forests, pastures and croplands will be demonstrated in pilot areas.

In view of this, the first component of the project to deliverable 1.1 will analyze the current institutional and legal structure in Bosnia and Herzegovina to identify the adequate entities and policies for the implementation, monitoring and reporting of LDN objectives. Innovation: The project will create an enabling policy environment to support the implementation of the LDN goals by strengthening national and local capacity and establishing an LDN monitoring and reporting system in Bosnia and Herzegovina. The project will test innovative measures to improve land quality and protection, and to restore land functions in degraded ecosystems.
The project will provide a roadmap that will set milestones and indicators for the next 10 years that will support monitoring and reporting against the national LDN target and towards achieving SDG 15.3. The project's intervention strategy will ensure early buy-in and ownership at the municipal level. Last but not least, the project will raise public awareness of the issue of soil degradation and SLM approaches, which will further contribute to ensuring the continuation of the planned activities.
During project preparation and implementation, Stakeholder Engagement will be a process in which the project will build and maintain constructive and sustainable relationships with stakeholders affected by the course of the project. This will be part of a wider stakeholder engagement strategy, which will also include central and local governments, civil society and others with an interest in the project. The Ministry will have the coordinating role for the project at the state level.
The Ministry will be represented in the Project Steering Committee, will coordinate the project activities, will assist the project with cross-sectoral. The Ministry will be represented in the Steering Committee of the Project, will coordinate the activities of the project within the framework of Result 2 dedicated to the sustainable development of tourism for PAs. The project will cooperate with the Commission for the drafting of concession criteria and guidelines.
The involvement of the private sector in the project will contribute to identifying existing gaps and challenges in transforming policy and regulatory environments to encourage sustainable investment and innovative financial instruments where possible. The project will partner with the private sector, local communities and stakeholders to implement good practices and partnerships. The project will be coordinated with other GEF-funded projects with the objectives of identifying opportunities and enabling mechanisms to achieve synergies. Whether the project is consistent with national strategies and plans or reports and assessments in accordance with relevant conventions.
