Sir,

I have the honour to refer to your letter CT-278-65 of 10th November, 1965, indicating that the invitation of the Government of Trinidad and Tobago for the Directing Council of the Pan AmericanHealth Organization to hold its 1967 meeting in Trinidad and Tobago would be submitted for the consideration of the XVII Pan American Sanitary Conference.

I wish to confirm that the Government of Trinidad and Tobago will provide the facilities requested by the Organization's Conference Officer on his recent visit to Trinidad and Tobago, and request that the invitation be placed on the Agenda of the XVII Pan American Sanitary Conference for consideration.

Article 12, paragraph A, of the Constitution provides that: "the Council shall normally meet once each year in those years in which the Conference does not meet"° Pursuant to Rule 1 of the Rules of Procedure

of the Directing Council "the Director of the Bureau shall convene the Council to meet in conformity with Article 12, paragraph A, of the

Constitution and pursuant to a resolution of the Executive Committee° The meeting shall be held at the Headquarters of the Organization or at a place

chosen by the Conference or the Council° Whenever the meeting is not held at the Headquarters of the Organization, the Director shall fix the date of the meeting in consultation with the Host Government."
