FINANCIAL REPORT OF THE DIRECTOR AND REPORT OF THE EXTERNAL AUDITOR FOR 1978

The Director has the honor to transmit to the Directing Council the Financial Report of the Director and the Report of the External Auditor for 1978 (Official Document 160).*

After detailed examination of these reports at its 82nd Meeting, the Executive Committee approved Resolution IV, which reads as follows:

THE EXECUTIVE COMMITTEE,

Having examined the Financial Report of the Director and Report of the External Auditor for fiscal year 1978 (Official Document 160);

Bearing in mind the comments made during the discussions in re-lation to the remarks of the External Auditor; and

Recognizing that the Organization continues to be in sound fi-nancial condition,

RESOLVES:

1. To take note of the Financial Report of the Director and Re-port of the External Auditor for fiscal year 1978 (Official Docu-ment 160) and to transmit them to the XXVI Meeting of the Directing Council.

2. To commend the Director for having maintained a sound finan-cial situation and to thank the External Auditor for the report presented.

In view of Resolution IV of the Executive Committee, the Directing Council may wish to adopt a resolution along the following lines:

THE DIRECTING COUNCIL,

Having examined the Financial Report of the Director and Report of the External Auditor for fiscal.year 1978 (Official Document 160); and

Recognizing that the Organization continues to be in a sound fi-nancial situation,

RESOLVES:

1. To take note of the Financial Report of the Director and Re-port of the External Auditor for fiscal year 1978 (Official Document 160).

2. To commend the Director for having maintained a sound finan-cial situation.

In its review of the Financial Report of the Director, the 82nd Meeting of the Executive Committee also approved Resolution V, which reads as follows:

THE EXECUTIVE COMMITTEE,

Considering the provisions of Resolution XVI of the XX Pan Amer-ican Sanitary Conference;

Having considered the report of the Director which indicates that a surplus of $1,080,846 in the Working Capital Fund has been trans-ferred to a Holding Account until such time as the Directing Council decides on how to utilize the funds;

Considering the provisions of Resolution XXVII of the XXV Meeting of the Directing Council concerning the Expanded Program on Immuniza-tion and the establishment of the Revolving Fund for the Expanded Program on Immunization;

Considering the presentation by the Director on the capitaliza-tion requirement for the operacapitaliza-tions of the Revolving Fund for the Expanded Program on Immunization;

Considering the alternatives presented by the Director for

renova-tion of the Conference Room at the Headquarters Building in

Washington to provide adequate seating arrangements for the delega-tions and supporting staff;

Bearing in mind that the Director is conducting a feasibility study for possible purchase of the office building in Mexico City in which the Area II Office rents space; and

Bearing in mind that all Area Office buildings, except in Area II, Mexico City, are owned by the Organization,

RESOLVES:

1. To recommend to the Directing Council that the Director be au-thorized to transfer $800,000 from the Holding Account to the Revolv-ing Fund for the Expanded Program on Immunization.

2. To recommend to the Directing Council that the Director be au-thorized to use $150,000 from the Holding Account for the renovation of the Conference Room to provide adequate seating arrangements for the delegations and supporting staff.

3. To recommend to the Directing Council that, if the Council de-cides to proceed with the purchase of an office building in Mexico City, Mexico, as a result of the feasibility study which is now under-way, the Council consider the possible application of the balance of $130,846 in the Holding Account toward the purchase of this office building for the Organization's use.
