Ementa
O estado do bem-estar social é experimento político que, a despeito de ser uma das configurações institucionais mais longevas das sociedades capitalistas contemporâneas, convive desde o nascimento com a previsão de fim iminente, indicativa de um feroz embate normativo senão diretamente político. Originando-se de reações de autoproteção das sociedades à mercantilização da vida social, para usarmos a metáfora de Karl Polanyi, o estado do bem-estar contrai no século atual compromissos maiores, em países que chegam a destinar boa parte da riqueza social para a redistribuição e a garantia de direitos sociais. À luz de narrativas recentes de economia política sobre a natureza das sociedades e economias capitalistas, em especial sua tendência à concentração de renda e riqueza e ao entesouramento de oportunidades, o objetivo do curso é analisar esse experimento, desde um enfoque multidisciplinar, para compreender sua história e as forças políticas envolvidas, bem como a variedade de formas assumidas, em termos de políticas públicas, experiências democráticas e culturas públicas. Será ainda de especial interesse entender os efeitos dos diferentes experimentos sobre desigualdades, pobreza, desenvolvimento, empowerment de grupos sociais específicos (trabalhadores, mulheres) e formas de democracia. A análise da diversidade de configurações se apoiará em tipologias de “regimes” de estados do bem-estar e “famílias” de bem-estar social. O ferramental conceitual, histórico e teórico-comparativo será então utilizado para uma aproximação ao caso brasileiro. Este primeiro módulo do curso introduzirá os elementos conceituais, teóricos e analíticos para a discussão das experiências concretas que ocorrerá no segundo módulo.
