O Espírito Santo é um dos estados que mais se desenvolvem no Brasil. A localização estratégica, no litoral do Sudeste brasilei- ro, próximo aos grandes centros de produção e consumo do País, favorece novos investimentos voltados tanto para o comércio in- ternacional quanto para o mercado interno.
Sua base econômica é diversificada e movimenta negócios das ca- deias produtivas do petróleo e gás, siderurgia e mineração, celulose e rochas ornamentais. Destacam-se também o agronegócio, princi- palmente com a produção de café e com a fruticultura, os segmen- tos metalmecânico, moveleiro, confecções, construção civil, alimen- tos, entre outros arranjos produtivos.
O Estado conta com o maior complexo portuário da América Latina e é também servido por uma ampla malha rodoferroviária, que favorece o recebimento de matérias-primas e insumos e facili- ta o escoamento dos produtos acabados.
A partir de instituições e padrões de governança transparentes e confiáveis, o Espírito Santo se desenvolve de forma sustentável. O Estado apresenta o quinto maior PIB per capita e a ter-
ceira menor taxa de pobreza do Brasil, além de se destacar pelo crescimento de seu Ín- dice de Desenvolvimento Humano (IDH) em relação aos outros estados da Federação.
The state of Espírito Santo has one of the highest economic growth rates in Brazil. Its strategic location on the southeastern coast, close to the main production and consumption centers of the country, favors new investments in both international trade and the domestic market.
Its economic base is diversified and deals with production areas in petroleum and gas, steelmaking and mining, cellulose and ornamental stones. Agriculture is also featured particularly in the coffee and fruit production, as well as metal- processing, furniture making, clothing, civil construction and food businesses, amongst others.
The state has at its disposal the largest port complex in Latin America and is served by an ample rail network facilitating the delivery of raw material and input material as well as the outflow of finished products.
With solid institutions and reliable and transparent standards in governance, the state of Espírito Santo is undergoing sustainable development. The state has
the fifth largest GDP per capita and the third lowest rate of poverty in the country, standing out also for the growth in its Human Development
Index (HDI) in relation to other states of the federation.

Economic Profile
and Potential O Espírito Santo é o segundo maior produtor de petróleo do País. A produção de óleo deverá chegar a 500 mil barris/dia até 2013. O Estado também é um grande produtor de gás natural. A produção, que atingiu 8 milhões de metros cúbi- cos/dia no final de 2008, deve chegar a 20 milhões de metros cúbicos/dia de gás natural, em 2010. Além disso, o Estado inaugurou, em setembro de 2008, a extração de óleo na ca- mada pré-sal, no Campo de Jubarte, uma das maiores e mais importantes jazidas de petróleo já descobertas no Brasil. As perspectivas de crescimento em torno dessa cadeia produti- va movimentam negócios e geram investimentos, muitos já em execução e outros que surgem como boas oportunida- des para os investidores.
O Espírito Santo é uma terra de oportunidades. Aqui, o in- vestidor tem localização e logística estratégicas, além de con- dições institucionais, econômicas e sociais que formam um ambiente favorável aos negócios.
Espírito Santo is the second largest producer of petroleum in the country with an estimated production of 500 thousand barrels of oil per day by 2013. The state is also a large producer of natural gas with levels of production that reached 8 million cubic meters per day at the end of 2008 and should reach 20 million cubic meters of natural gas per day in 2010. Along with this, in September of 2008 the state initiated the extraction of petroleum from the pre-salt layer in the Jubarte Field, which is one of the largest and most significant petroleum deposits discovered in Brazil until now. The prospects for growth in the production chain stimulate business and generate investments, many of which are already in execution and others that represent excellent opportunities for investors.

Terminal de Apoio às Atividades de Exploração e Produção Offshore n Projeto em desenvolvimento pela Petrobras, este terminal visa dar suporte às plataformas operantes na Bacia do Espírito Santo e demais regiões. O empreendimento, em fase de licenciamento, prevê ainda uma retroárea e, na região do entorno, existem áreas disponíveis para implantação de empresas fornecedoras.
Estaleiro n A Jurong do Brasil prepara a implantação de um es- taleiro em Aracruz, litoral Norte do Estado, destinado à cons- trução de sondas de perfuração, reparo naval e, ainda, para plataformas de exploração e produção de petróleo e gás. A crescente demanda brasileira, e até mesmo mundial, gera boas oportunidades de negócios no campo da construção naval, e o Espírito Santo concentra excelentes condições para a implan- tação de novos empreendimentos com esse perfil.
Fábrica de Fertilizantes Nitrogenados n O Espírito Santo tem grande potencial para receber uma fábrica de fertilizantes nitro- genados. Além da crescente demanda brasileira por esse tipo de insumo, o Estado produz grande volume de gás natural, maté- ria-prima essencial nas plantas de fertilizantes, e conta com uma bem aparelhada malha logística para distribuição dos produtos.
Terminal Aquaviário de Barra do Riacho (TABR) n Localizado na região de Barra do Riacho, município de Aracruz, Norte do Esta- do, este terminal da Transpetro, empresa subsidiária da Petrobras, está projetado para, numa primeira etapa, armazenar e transpor-

nA project being developed by Petrobras, this terminal intends to provide support to producing rigs in the Espírito Santo basin and other regions. The project, which is in the licensing phase, also offers a retro-area and areas available for the installation of supplier companies in the surrounding region.
Shipbuilding
nJurong do Brasil is preparing the installation of a shipyard in Aracruz on the northern coast of the state for ship repair, the construction of perforation probes and exploration and production rigs for oil and gas. The growing demand in Brazil and throughout the world represents excellent opportunities in the field of shipbuilding and Espírito Santo is positioned to provide excellent conditions for implementation of new undertakings with this profile.
Nitrogen Fertilizer Factory
nEspírito Santo has significant potential for the installation of a nitrogen fertilizer factory.
With the growing demand in Brazil for this type of input material, the state produces a high volume of natural gas, which is an essential raw material for fertilizer plants.
The state also has a developed logistics network for the distribution of products.
Barra do Riacho Terminal – TABR
nLocated in Barra do Riacho, in the municipality of Aracruz in the north of the state, this terminal, which is operated by Transpetro, a Petrobras subsidiary, will have, initially, the capacity to
tar três mil metros cúbicos de C5+ (Gasolina Natural) e mil tone- ladas de GLP (Gás Liquefeito de Petróleo) por dia. A previsão é de que esteja operando em 2010. Futuramente, poderá receber in- vestimentos para movimentar outros derivados de petróleo e gás.
Termelétricas n O Espírito Santo tem demonstrado forte atrati- vidade para projetos de termoeletricidade. Nos leilões de ener- gia realizados em 2007 e 2008 pela Agência Nacional de Ener- gia Elétrica (Aneel), o Estado foi contemplado com nove ter- melétricas, cinco movidas a gás natural e quatro a óleo com- bustível, que irão gerar mais de 2.000 MW de energia e tripli- car a geração capixaba de eletricidade até 2013.
Unidade de Tratamento de Gás de Cacimbas (UTGC) n O Polo Cacimbas, composto pela Unidade de Processamento de Gás de Cacimbas e pela Estação de Tratamento de Lagoa Parda, tem capacidade para processar 11 milhões de m³ de gás e 15 mil barris por dia de condensado (óleo associado ao gás) de petró- leo. Com a conclusão de sua terceira fase de ampliação, prevista para o segundo semestre de 2009, a UTGC terá capacidade para processar até 20 milhões de metros cúbicos de gás natural/dia e 34 mil barris/dia de condensado de petróleo. Está estrategi- camente localizada no município de Linhares, Norte do Espíri- to Santo, de onde abastece tanto o Nordeste quanto o Sudes- te do Brasil, através do Gasoduto Sudeste Nordeste (Gasene).
Unidade de Tratamento de Gás de Anchieta (UTG Sul) n Com investimentos da ordem de R$ 430 milhões, esta unidade, em construção pela Petrobras, terá capacidade de processamen- to de 2,5 milhões de metros cúbicos de gás por dia. Está lo- calizada na região de Ubu, município de Anchieta, numa área que é considerada como potencial polo de concentração de investimentos no Espírito Santo.

Thermoelectric Plants
nEspírito Santo is often sought for thermoelectric projects. In the 2007 and 2008 energy auctions held by the National Agency of Electrical Energy – Aneel, the state was granted with nine thermoelectric plants, five powered by gas and four powered by fuel oil which will generate more than 2,000 MW of energy and triple the generation of energy in the state by 2013.
Cacimbas Gas Treatment Unit (UTGC)
nThe Cacimbas industrial park, which is composed of the Cacimbas Gas Treatment Unit and Lagoa Parda Treatment Station, has the capacity to process 11 million m
3of gas and 15 thousand barrels of petroleum condensate (oil associated to gas) per day.
On completion of its third phase of expansion, planned for the second half of 2009, the UTGC will be capable of processing up to 20 million m3 of natural gas and 34 thousand barrels of petroleum condensate per day. The unit is strategically located in the city of Linhares in the north of Espírito Santo and supplies both the northeast and southeast of Brazil through the Southeast-Northeast Gas Pipeline (Gasene).
Anchieta Gas Treatment Unit (UTG Sul)
nWith investments of some R$430 million, this Petrobras unit will have the capacity to process 2.5 million m3 of gas per day.
The unit is located in the Ubu region, in the municipality of Anchieta, in an area which is considered a potential focus point for investments in Espírito Santo.

Com o objetivo de diversificar sua matriz energética e promover a utilização de fontes de energia limpa e reno- vável, o Espírito Santo acaba de lançar o seu Atlas Eólico (www.aspe.es.gov.br/atlaseolico). A publicação contém informações detalhadas sobre os regimes de vento, tanto em solo firme quanto na plataforma continental; identifi- ca locais com potencial para o aproveitamento dessa fon- te de energia sustentável; e revela que o Estado concentra condições extremamente favoráveis para investimentos em fazendas eólicas.
With a view to diversifying its energy grid and promoting the use of clean and renewable sources of energy, the state of Espírito Santo has published the Eolic Atlas (www.aspe.es.gov.br/
atlaseolico). This publication contains detailed information about wind patterns on both solid ground and the continental shelf and identifies locations for potential use of this source of sustainable energy. The publication confirms that the state offers extremely favorable conditions for investment in wind farms.

The investments in PCHs in Espírito Santo have made consistent supplies available to meet the load needs of small urban centers and rural regions.
The state has nine PCHs in operation, two in construction, and one granted. There are further seven small plants being studied.

Rodovias n A malha rodoviária do Espírito Santo é compos- ta por 760 km de rodovias federais, com destaque para a BR-101, que liga o Estado ao Rio de Janeiro e à Bahia, e também a BR-262, que leva até Minas Gerais. Além disso, todos os 78 municípios são interligados por vias asfaltadas e grande par- te das rodovias estaduais foi recentemente recuperada pelo Governo Estadual. O Programa de Aceleração do Crescimen- to (PAC), do Governo Federal, prevê recuperação e melhorias nas BRs 101 e 262. O trecho da BR-101 que corta o Estado, por exemplo, está previsto para entrar no próximo leilão de concessões ao setor privado, do Governo Federal.
Aeroporto de Vitória n O aeroporto da capital movimentou, em 2008, cerca de dois milhões de passageiros e 12 mil tonela- das de cargas. O projeto de ampliação e modernização em an- damento prevê uma nova pista com 2.400 metros de extensão;
um novo terminal de passageiros e diversas outras utilidades.
Terminal de Cargas do Aeroporto – Novo Teca n A concepção de um novo Terminal Internacional de Logística de Cargas para o aeroporto de Vitória está prevista no Plano Diretor do novo em- preendimento. O objetivo é atender adequadamente ao crescen- te movimento do comércio exterior pelo modal aéreo do Estado.
Estrada de Ferro Vitória a Minas n É uma das mais eficien- tes do mundo. Liga o Espírito Santo ao Centro-Oeste do País, transportando até 100 milhões de toneladas por ano de mi- nério de ferro, grãos e carga geral.
Ferrovia Centro-Atlântica n Interliga o Estado ao Sul do País, transportando principalmente calcário, mármore, cimento e produtos siderúrgicos. É o principal eixo de conexão entre as regiões Nordeste, Sudeste e Centro-Oeste, dispondo de um completo sistema logístico de transporte, que interliga as mais importantes ferrovias brasileiras e, através de parcerias com outros modais, possibilita a conexão com os maiores centros consumidores do Brasil e do Mercosul.
Ferrovia Litorânea Sul n A Ferrovia Litorânea Sul é um pro- jeto da Vale, que permitirá a interligação da Estrada de Fer- ro Vitória a Minas ao Porto de Ubu, em Anchieta, e a Ca- choeiro de Itapemirim, no Sul capixaba. Terá aproximada- mente 165 km de extensão e irá aumentar a capacidade de transporte de 600 mil toneladas para 13 milhões de tone- ladas por ano. A Litorânea Sul viabilizará novas oportuni- dades de negócios, como empreendimentos siderúrgicos no Sul do Estado.
Vitória-Minas Railway
nIt is one of the most efficient in the world. It connects Espírito Santo to the Central-Western region of the country, transporting up to 100 million tons of iron ore, grain, and general cargos every year.
Centro-Atlântica Railway
nIt connects the state to the south of the country and transports mainly limestone, marble, cement, and steelmaking products. It is the main connection between the northeastern, southeastern, and central-western regions, offering a complete transport logistics system. This railway links the most important Brazilian railway systems and, through partnership with other modalities, joins the largest consumer centers in Brazil and Mercosul.
South Coast Railway
nIt is a project by Vale that will connect the Vitória-Minas railway to both the Port of Ubu, in Anchieta, and Cachoeiro de Itapemirim, in the southern region of the state. This railway of approximately 165 km of length will increase transport capacity from 600 thousand tons to 13 million tons per year. The South Coast Railway will render possible the installation of steelmaking businesses, among others, in the south of the state.
Roads
nThe road network of Espírito Santo is composed of 760 km of federal highways, featuring the BR 101, which connects the state to Rio de Janeiro and Bahia, and the BR 262, to Minas Gerais. Besides this, all 78 municipalities are interconnected to the capital by paved roads with a great part of the roads recently recuperated by the state government.
The Accelerated Growth Program (PAC) of the federal government includes the recuperation and improvement of the BRs 101 and 262. The section of the BR 101 which crosses the state, for example, will be submitted in the next highway privatization auction of the federal government.
The Airport of Vitória
nIn 2008 the airport of Vitória handled about 2 million passengers and 12 thousand tons of cargo. The expansion and modernization project underway foresees an extended 2,400-meter runway, a new passenger terminal, among other facilities.
Airport Cargo Terminal– New TECA
nThe concept of the new International Logistics and Cargo Terminal for the airport of Vitória is outlined in the Directing Plan of the project. The aim is to ensure that air services in the state adequately meet the demands of the growth in foreign trade traffic.

O complexo portuário do Espírito Santo – maior da América La- tina – é de suma importância para o desenvolvimento do Esta- do. É responsável por cerca de 9% do valor exportado e por 5%
do valor importado pelo País. No total, movimenta em torno de 45% do PIB estadual. Sua estrutura permite a movimentação de diversos tipos de carga. É composto pelos seguintes portos:
Porto de Vitória n Administrado pela Companhia Docas do Espírito Santo (Codesa), movimenta contêineres e carga ge- ral. Em 2008, o porto movimentou 7,2 milhões de toneladas de cargas através dos terminais Cais de Vitória, Companhia Portuária Vila Velha (CPVV), Terminal de Vila Velha (TVV), Ca- puaba, Peiú, Paul/Codesa e Flexibrás. Para 2010, estão previs- tos investimentos da ordem de R$ 242 milhões nas obras de dragagem e derrocagem da Baía de Vitória e na recuperação do cais comercial do Porto. As obras, com conclusão previs- ta para o final de 2010, preveem o aprofundamento para 14

It represents approximately 9% of the value of exports and 5% of the value of imports of the country. The complex is responsible for 45% of the GDP of the state and its structure accommodates various types of cargos. The complex is composed of the following ports:
The Port of Vitória
nManaged by the Docking Company of Espírito Santo (Codesa), this port handles containers and general cargos. In 2008, the port handled 7.2 million tons of cargo through the Vitória Dock, Vila Velha Port Company (CPVV), Vila Velha Terminal (TVV) and Capuaba, Peiú, Paul/Codesa and Flexibrás terminals. Investments of approximately R$ 242 million are anticipated in 2010 for dredging and clearing in the Bay of Vitória and the recuperation of the commercial dock of the port. The work is

Porto de Praia Mole n Constituído pelo Terminal de Produtos Siderúrgicos (TPS) operado pelo consórcio ArcelorMittal Tuba- rão, Usiminas e Açominas. É responsável por 50% das exporta- ções brasileiras de produtos siderúrgicos. Também é responsável pela importação de carvão que atende a essas usinas.

The Port of Tubarão
nThe Porto de Tubarão, which is managed by Vale, is the largest exporter of iron ore and pellets in the world. The port is located on Tubarão Point, on the continental part of the city of Vitória. Besides iron ore, the port handles several other cargos, such as grains and fuel.
The Port of Praia Mole
nThe Port of Praia Mole is composed of the Steelmaking Product Terminal and is operated by the ArcelorMittal Tubarão, Usiminas and Açominas consortium. This port is responsible for 50% of exports of Brazilian steel products. It is also responsible for the import of the coal that supplies those steelmaking companies.

Terminal de Vila Velha (TVV) n Único terminal especializado em contêineres no Espírito Santo, é operado pela Vale, através da Log-In Internacional e Logística. É uma excelente alterna- tiva para operações de importação e exportação de contêine- res e carga geral, destacando-se como um dos mais produti- vos terminais brasileiros nesse segmento. Movimentou 283.000 TEUs, em 2008, e os investimentos em curso elevarão sua ca- pacidade para 550.000 TEUs até 2014.
Companhia Portuária Vila Velha (CPVV) n Controlada e ope- rada pelo Grupo Coimex, atende às operações off-shore de ex- ploração e produção de petróleo no Espírito Santo. Está loca- lizado em Vila Velha, junto ao maior complexo portuário do Estado, e tem registrado significativo volume de atracações e de serviços prestados a grandes corporações do setor de explo- ração de petróleo, entre elas a Petrobras, sua principal cliente.

nLocated in the municipality of Aracruz in the north of the state, this port serves the units of Ararcruz Celulose, Veracel, Bahia Sul/Suzano and Cenibra. This is the largest Brazilian port specialized in the loading of cellulose and is considered one of the most efficient in the world. With three berths in operation and an annual capacity of 7.5 million tons, this port accounts for 70% of Brazilian cellulose exports.
Vila Velha Terminal (TVV)
nThis is the only specialized container terminal in Espírito Santo and is operated by Vale through Log-In International and Logistics. The terminal provides an excellent
alternative for import and export operations for containers and general cargos and features as one of the most productive Brazilian terminals in this segment. The terminal handled 283,000 TEUs in 2008 and current investments will raise its capacity to 550,000 TEUs by 2014.
The Port Company of Vila Velha – CPVV n Controlled and operated by the Coimex Group, this terminal provides services to off-shore petroleum exploration and production operations in Espírito Santo. The terminal is located in Vila Velha, adjacent to the largest port complex in the state, and has registered a significant volume of berthing and services provided to large corporations in the petroleum exploration sector, of which Petrobras is its main client.

Porto de Águas Profundas n Trata-se de um projeto em desen- volvimento pela Secretaria Especial de Portos, do Governo Fe- deral, com o apoio do Governo do Estado e da Prefeitura de Vitória. O objetivo é a implantação de um novo terminal de contêineres e carga geral, para operação com calado de até 23 metros, visando atender ao crescimento do comércio exterior.

Prevê a construção de quatro novos berços, sendo dois para o embarque de celulose e dois para cargas gerais.
Ferrous n O projeto da Ferrous Ressources do Brasil, previs- to para o município de Presidente Kennedy, no litoral Sul ca- pixaba, caracteriza-se pela construção de um terminal portu- ário para atender, numa primeira fase, ao escoamento de mi- nério de ferro. A empresa também irá construir um minerodu- to com 420 quilômetros de extensão, para atender às jazidas localizadas em Minas Gerais. O local prevê ainda a disponibi- lidade de áreas para implantação de outros empreendimentos.

nThis is an ongoing project developed by the Special Agency for Ports and the Federal Government, with the support of the Espírito Santo State Government and Vitória City Government, for the implementation of a new terminal for containers and general cargos operating with a draft of up to 23 meters, with a view to meeting the demands of the growth in foreign trade activities.

nThe Ferrous Resources do Brasil project is planned for the municipality of Presidente Kennedy, located in the southern coast of Espírito Santo, and will feature the construction of a port terminal that, in its initial phase, will load the production of iron ore. The company will also build a 420-kilometer mineral pipeline to serve the mines in Minas Gerais. The project also intends to make areas available for the installations of other undertakings.
