WITHIN-COUNTRY FELLOWSHIPS
Resolution XXV, approved by the Directing Council at its
XVIII Meeting, requested the Director to study the advisability of grant-ing internal fellowships for the better utilization of the personnel training resources available in the countries themselves, Lld to report on this matter to the Executive Committee at its 61st Meetilg.
In accordance with this request the Director submitted during the 61st Meeting of the Executive Committee Document CE61/2 (Annex I).
In this document the Director presented for consideration by the Governing Body concerned the criteria for the granting of fellowships within a given country to nationals of that country.
The Executive Committee decided to adopt Resolution XXIII, the operative part of which reads:
"1. To approve the criteria for the award of within-country fellowships set forth in Document CE61/2.
"2. To request the Director to forward the above-mentioned criteria to the Member Governments of PAHO, together with the current PAHO/WHO fellowship regulations, and to
ask them for comments for inclusion in the decision of this Executive Committee that will be submitted to the XIX Meeting of the Directing Council."
In pursuance of this resolution, the Director wrote to the
Member Governments and asked them for comments on the criteria in question and is now submitting for consideration by the Directing Council Resolution XXIII approved by the Executive Committee at its 61st Meeting (Annex II).

WITHIN-COUNTRY FELLOWSHIPS
The following report is presented in conformity with Resolution XXV, approved by the Directing Council at its XVIII Meeting, which requested
the Director to study the granting of internal fellowships for better uti-lization of training resources and to report to the Executive Committee at its 61st meeting.
WHO Policy
The Director-General of the World Health Organization, in presenting a report on proposed forms of future WHO assistance, Document EB41/24, in-cluded a section on intra-country fellowships as follows:
"4.3.3 Fellowships
In support of government efforts to train more health staff, especial-ly at the middle level, it might be worthwhile to consider, as an ex-tension of the present programme policy of the Organization on fellow-ships, allowing for training within the Fellow's own country in spe-cial, well-defined circumstances. This was advocated by an adviso-ry group which met in November 1967 to evaluate the WHO programme for education and training, and which stated "... in appropriate circum-stances, local awards are to be encouraged not only in conformity with the adaptation principle but also to avoid the dangers of "brain drain" inherent in all fellowships." The cost- to WHO would be comparative-ly low, and the disruption caused by absence of staff from their post for prolonged periods would be lessened."
The WHO Executive Board in Resolution EB41.R35 endorsed the proposed forms of future WHO assistance and training and the development of the health manpower of countries, including the proposals concerning training within the country. It further recommended that the Director-General
con-tinue his efforts to adapt the assistance of the Organization to the needs of governments in the context of national health plans.

PAHO Policy
The Director of the Pan American Sanitary Bureau, in Document
CD18/14, made a presentation on forms of collaboration with governments in which was included the following:
"Fellowships for training within the Fellow's own country have been provided on a limited scale through grants. With the im-provement in national educational institutions, which has also been the object of cooperation by the Organization, it may rea-sonably be anticipated that request for such fellowships will increase. Subject to the limitations imposed by lack of funds, fellowships for training at national educational institutions of adequate standard should be encouraged."
The Directing Council, at its XVIII Meeting, in Resolution XVIII endorsed the report of the Director concerning forms of cooperation with governments and requested him to adapt them to the needs and resources of the Americas.
Criteria
Up to the present time, assistance for fellows receiving training in their own country was given in the form of grants made to institutions. Based on the foregoing policy, it is now planned to make direct awards in the same manner as those made for fellows studying outside their country.
In view of the circumstances under which intra-country fellowships will be considered, the following criteria are planned for such awards:
1. Applicants must be candidates for study at a recognized insti-tution which is used by the Organization for foreign fellows;
2. Only candidates in specific fields of study related to proj-ects sponsored by the Organization or in which the Organiza-tion is providing some form of assistance will be considered;
5. The institution of study must be the recipient of some support from the government;
4. Training may occur in the candidate's city of residence;
5. Tuition will not be paid for nationals of countries where education is free;

To accomplish the objectives and goals of this type of award, selec-tion is of the utmost importance. And while it is influenced by many fac-tors, the personal and technical qualifications of the individual plus a reliable commitment to public service should play a vital part. Experience has shown that when these qualities are harmonized with the expressed needs
of the member governments, both the fellow and country profit from the training experience.
Initially, it is intended that awards be granted only for post-graduate training. There is reason to believe, however, that intra-country fellowships will develop into a flexible mechanism responsive to
the special needs of each country which are not being met under the re-gular fellowship program.

RESOLUTION XXIII
WITHIN-COUNTRY FELLOWSHIPS
THE EXECUTIVE COMMITTEE,
Considering that the PAHO fellowship program has been and still is of great importance for the programs of the Organization;
Bearing in mind that the award of a fellowship for training in the country of the person to whom it is awarded is, under special well-defined conditions, an advantage to him, in that he will
receive training in an environment more similar to that in which he will practice;
Mindful that the award of within-country fellowships is a means of making better use of the personnel-training resources in the countries themselves; and
Seeing that the criteria for the award of within-country fellowships set forth in Document CE61/2 are adequate,
RESOLVES:
1. To approve the criteria for the award of within-country fellowships set forth in Document CE61/2.
