It illustrates the current land supply position and whether sufficient land has been made available during the life of the Local Development Plan to meet the District's housing needs, including determining whether there is a 5-year supply of deliverable housing land (as required by the Government ). The Brownfield register of land available for housing was updated and published in December 2020. This is likely to affect the authority's reputation and the morale of staff working hard in already difficult circumstances. SUMMARY

The scope of Universal Credit has been gradually expanded since it was first introduced, with different household types falling within its scope over time. In the Bradford district, there are now more households receiving universal credit than the benefits it replaced. The DWP has predicted that the roll-out of Universal Credit for working-age claimants, nationally, will be complete by March 2025.

This report examines the progress of and future plans for the rollout of Universal Credit, the impact of Covid 19 and the arrangements in place to support residents.

BACKGROUND

The government will eventually move any remaining investors still receiving legacies into UC through a process known as managed migration. The timing and manner of implementing the managed migration depends on the results of the pilot arrangements to test the approach. This report looks at progress on the roll-out of Universal Credit, the impact that Covid-19 has had on residents and the additional support available to them.

OTHER CONSIDERATIONS

The Work Allowance – the amount that households with children or a household member with limited ability to work can earn before their Universal Credit award starts to be reduced – has been increased by £500 a year. Housing Benefit is now only payable to those who have an existing claim, people living in supported accommodation and pension age claimants. Many working age residents in supported accommodation are in the now unique position of having to claim both UC and Housing Benefit.

The government has yet to make a decision on how help with housing costs will be provided for working-age residents in supported housing when housing benefit is phased out. Currently, local authorities receive a DWP subsidy towards the cost of housing benefit paid. Currently, pension claimants cannot claim UC and continue to claim Housing Allowance to help with housing costs.

The government has announced plans to create a new housing element of Pensionskredit to replace the pensioner's housing benefit. Once the migration of claimants to the new housing element of Pension Credit is complete, the council, with the possible exception of people in supported housing, will no longer be responsible for the administration of Housing Benefit. The reduction in the caseload for housing benefit in the working age has led to a subsequent reduction in the number of staff required to process applications and changes for housing benefit.

FINANCIAL & RESOURCE APPRAISAL

This reduced resource requirement has been largely offset by the increase in the number of CTR claimants – changes to UC entitlements are provided to the Council by the DWP as they may also affect CTR entitlements. However, as the economy recovers, the number of CTR applicants is expected to decline to pre-pandemic levels. It is difficult to balance the number of staff required to handle current workloads against a known future of a reduction in need; especially given the impact and uncertainty of the pandemic.

The service has entered into a contract to provide on-demand processing support so that sufficient resource, as and when the need arises, will be available to support workloads. In addition to the work related to the increase in CTR claimants, Benefits Officers have also been redeployed to administer the Track and Trace Support Payment Scheme, which provides £500 to eligible people who need to isolate. The on-demand processing arrangement proved useful and was used to cover the work of those Benefits Officers redeployed to administer the Track and Trace Support Payment Scheme.

The 2021/22 forecast of £893k for unsubsidised benefits for supported housing includes a one-off cost backdated, estimated to be around £180k, which is related to the reclassification of some tenancies as supported housing. This reclassification will add around £60,000 a year to the amount of unsubsidised benefits in the coming years. In addition, the growth in the number of subsidized residences poses a risk that leads to increased budget pressure.

The Council's tax relief scheme helps low-income working-age households by providing means-tested support. Although there was an improvement in the collection rate at the end of December compared to 54.6% the previous year), the collection of vacancies is stubbornly difficult, and remains a focus area for improvement. Funding from has been provided by the government to support the Council's tax reduction scheme for 2021/2022.

The costs of the Council's tax relief scheme cannot be limited, as support from legislation is granted on a needs basis and not within a set budget. The amount of council tax credit granted must be funded by the billing authority. The full cost of the municipal tax reduction will be fully funded and will not create a deficit in the collection fund.

That this committee takes note of the progress in the collection of municipal taxes and gives its opinion on it. For low-income households, the Citizens Advice 'Council Tax Protocol', which the Council has signed, is followed. This report describes the Board's performance in, and challenges to, corporate fee collection.

This report describes the council's achievements in and challenges to the collection of business awards; and considers the local implications of the government's proposed changes to the business rates system. Council continues to review the appeals provision for Business Rates based on the estimated costs of appeals.

Report of the Chairman of the Corporate Review and Investigation Committee for the meeting to be held. It is important to review work programs so that important or urgent issues that arise during the year can be scrutinized. For this reason, it is suggested that the Committee's work program is regularly reviewed by the members of the committee throughout the municipal year.

A key priority in the work of this committee was related to the overview and scrutiny of strategies, plans, policies, functions and services directly relevant to the priority of safer and stronger communities. The work of this overview and control committee has congregational implications, but it depends on the nature of the subject.
