1. APPOINTMENT OF CHAIR Resolved –

That Councillor Sajawal Hussain be appointed as Chair of the Committee for the 2010/2011 Municipal Year.

That Councillor Arshad Hussain be appointed as Deputy Chair of the Committee for the 2010/2011 Municipal Year.

There were no appeals submitted by the public to review decisions to restrict documents.

7. OBJECTIONS TO PROPOSED WAITING RESTRICTIONS - City LEGRAMS LANE AND GREYHOUND DRIVE, BRADFORD

The report of the Strategic Director, Regeneration (Document “B”) considered objections received to the recently advertised proposal to introduce a Traffic Regulation Order for waiting restrictions on Legrams Lane and Greyhound Drive, Bradford.

The Principal Engineer stated that the proposed highway improvements were to accommodate the expected increase of traffic volumes following a planning application in 2008 for a construction of a new development. This highway proposal was the most appropriate solution which also incorporated waiting restrictions to protect site-lines and to prevent localised congestion.

An objector was present at the meeting and raised his concerns at the volume of road improvement measures contained in this proposal which in his opinion would result in a loss of trade to his business. In response the principal engineer stated that the improvements would not remove any parking spaces directly outside of his premises and that ultimately the proposals would improve road safety due to increase of traffic.

In response to Members questions the Principal Engineer stated that the mini roundabout was considered a necessary improvement as this access would not only serve the new development but all users. The proposal would improve capacity at the junction and would also be a form of traffic calming. Large vehicles would be able to use the roundabout with ease due to the widening of the junction.

Resolved –

(1) That the objections to the Traffic Regulation Order for waiting restrictions on Legrams Lane and Greyhound Drive, Bradford be over-ruled and the Order be implemented as advertised.

(2) That the objectors be informed accordingly.

16 June 2010 8. 2009/10 PARENTAL INVOLVEMENT PROJECT All Wards in

Bradford West Previous reference: Minute 31 (2009/2010)

The report of the Bradford West Area Manager (Document “A”) detailed the provision of the Parental Involvement Resilience Programme & Language Development Programme funded by Bradford West Area Committee.

The Area Manager advised Members that the programmes were led by the Parental Involvement Area Officer, based within the Children and Young Peoples Department - Localities Services, and was undertaken in conjunction with schools and partner organisations based within the Bradford West area.

The Language Development Programme enabled parents to better communicate with and talk to their children. This programme had proved to be successful in the Bradford West area. This was now an ongoing process within schools as they were undertaking the initiative of continuing the processes that had been put in place. A volume of practitioner materials had been developed and were available for parents and practitioners to use.

Members made the following comments:

• The excellent delivery of programmes was due to joint thinking with all relevant partners as opposed to everyone working individually.

• Resources had been exhausted correctly to ensure the precision of the completed delivery of the programmes.

• That the work undertaken by the Parental Involvement Workers was outstanding.

During the closing stage of the discussion, the Area Manager circulated a laminated card brochure to Members which had been generated by parents and Parental Involvement Workers during the Resilience Events in March 2010. This was an illustration of the work that had been undertaken and the positive resilience that had been built within the Bradford West area.

Resolved –

(1) That the Parental Involvement Project report 2010 be welcomed.

(2) That the positive outcomes from the Parental Involvement Project 2010 be noted.
