AMENDMENTS TO THE RULES OF PROCEDURE OF THE PAN AMERICAN SANITARY
CONFERENCE
In compliance with Resolution XV of the XVIII Meeting of the
Directing Council, the Director submitted to the Executive Committee
and to the Directing Council proposed changes to the Rules of Procedure
of the Governing Bodies of the Pan American Health Organization. The
purpose of the proposed changes was to facilitate their conduct of
business and to take care of points not foreseen in the then existing
Rules.
The Executive Committee adopted a number of changes to its Rules
of Procedure at its 61st and 64th Meetings. Likewise, at the XIX Meeting
of the Directing Council, similar changes to its Rules of Procedure were
adopted.
The Rules of Procedure of the Conference were reviewed at the
XIX Meeting of the Directing Council, when the following resolution was
adopted:
RESOLUTION I
THE DIRECTING COUNCIL,
Having considered the report of the Director (Document CD19/13)
prepared in implementation of Resolution XV of the XVIII Meeting of
the Directing Council;
Taking into consideration that similar changes have already
been introduced into the Rules of Procedure of the Executive Committee;
Bearing in mind the recommendation adopted in Resolution I
of the 61st Meeting of the Executive Committee; and
Bearing in mind the provisions of Rule 58 of the Rules of
Procedure of the Directing Council and Rule 61 of the Rules of

RESOLVES:
I. To approve the changes in the Rules of Procedure of the
Directing Council as they appear in Document CE61/II (Annex II),
with Rule 23 as amended during the consideration of the document.
2. To transmit to the XVIII Pan American Sanitary Conference
Document CE61/II and to recommend its favorable consideration
of the proposed changes in the Rules of Procedure of the
Conference (Annex II!), with Rules I and 37 as amended during
the consideration of the document.
The changes in the Rules of Procedure of the Conference included
in the Annex were recommended by the Directing Council, with the exception
of the proposed text for Rules 32, 33 and 34. The proposed change in Rule 34
is now being included since it was in conflict with the proposed change in
Rule 39, recommended by the Directing Council.
Following the action of the XIX Meeting of the Directing Council_
the 64th Meeting of the Executive Committee reviewed the proposed new
Rules 32 and 33, and adopted the following resolution:
RESOLUTION II
THE EXECUTIVE COMMITTEE,
Having considered Document CE64/I0, prepared in compliance
with a decision adopted at the 63rd Meeting of the Executive
Committee;
Considering that the changes proposed in Document CE64/I0,
Annex II, regularize the representation of the Executive Committee
at the Conference and define the role of the Representative; and
Bearing in mind the provisions of Rule 58 of the Rules of
Procedure of the Conference,
RESOLVES:
I. To transmit to the XVIII Pan American Sanitary Conference the
amendments to the Rules of Procedure of the Conference included in
Document CE64/I0, Annex II, as amended, and to recommend their
favorable consideration.
2. To recommend to the Directing Council at its XX Meeting the
favorable consideration of amendments in its Rules of Procedure
similar to those recommended for the Conference, included in
CSP18/6 (Eng.)

After reviewing the proposed changes, enclosed in the Annex, which
would make the Rules of Procedure of the Conference conform with those of
the other Governing Bodies of the Organization, the Conference may wish to
consider a resolution along the following lines:

Having considered the report of the Director

Bearing in mind the recommendations included in Resolution I
of the XVIII Meeting of the Directing Council and Resolution II of
the 64th Meeting of the Executive Committee;
Taking into consideration that similar changes have
already been introduced into the Rules of Procedure of the
Directing Council and the Executive Committee; and
Bearing in mind the provisions of Rule 61 of the Rules
of Procedure of the Conference,
RESOLVES:
1. To approve the changes in the Rules of Procedure of the
Conference as they appear in Document CSP18/6.
2. To request the XX Meeting of the Directing Council to
consider the recommendations included in Resolution II of
the 64th Meeting of the Executive Committee, defining the
role of the Representative of the Executive Committee at
meetings of the Directing Council.
