Topic 10: MAXfiM4U USE OF LOCAL PERSONNEL ON FIELD PROJECTS
Information
In eonnnection with the preparation of material for the Seventh Session of the Executive Board, to be considered by the Standing Commit-tee. on Adni .. stration and Finance, the Director-General of the World ITcal+th Organization desires to have the views of governments attending the Regional Committee relative to the most economical use of interna-tioral personnel on priojects financed in part by WHO.
The opinions of the Representatives shall be communicated to the Director General of the World Health Organization in time for in-ciusion in the documents for the 7th Session of the Executive Board.
The most important problem refers to the number of people who should be sent to a country for administration of a WHO project. The World Health Organization has been sending out complete teams for
demons-tration projects, and an expression of opinion is desired on whether local people should be used to fill in at all possible levels or whether the Expert in charge of a.demonstration should take with him trained personnel for the entire project.
There will be special circumstances in which more people will be needed in a team than in other cases when as many local people as possible should be used, but what is requested is the opinion of the Directing Council to guide the Director-General in his proposal.

En relaci6n con la preparacion de material para la Septima Se-si6n del Consejo Ejecutivo de la OMS, asunto este que sera considerado por la Comision Permanente de Administraci'on y Finanzas,'el Director General de la Organizacio'n Mundial de la Salud desea conocer la opini6n de los Gobiernos que asistan a la reunion'del Comite Regional, en cuanto a la utilizacion mas economica de personal internacional en los 'proyec-tos financiados parcialmente por la OMS.
Las opiniones de los Representantes seran comunicadas al Director General de la Organizacion Mundial de la Salud con tiempo suficiente para su inclusion en los documentos destinados a la Septima Sesion del Consejo Ej ecutivo.
El problema mas importante se relacionacon el numero de perso-nas que deben ser enviadas a un pals para la administracid6' de un pro-yecto de la OM. La Organizacion Mundial de la Salud ha estado enviando
grupos completos para los proyecto$ de demostraci6n, y desea conocer'la opinion de los Representantes en cuanto a si debe utilizarse.personal local de todas las categorias posibles, o si el perito encargado de la demostraci6n debe Ilevar consigo personal adiestrado .para todo el proyec-to.
Habra circunstancias. especiales en que se necesitaran mas perso-nas en un grupo que en otros casos en que debera utilizarse el mayor nui-mero posible de personal local, pero lo que se solicita ahora es la
opi-nion del Consejo Directivo para que le sirva de guia al Director General al formular su proposicio'n.
