Mi pri~inuva golema ~est, {to mo-`am, od imeto na kolegite i studen-tite od Institutot za defekto-logija, da Ve pozdravam i da go izrazam zadovolstvoto za va{eto prisustvo, a istovremeno da mi dozvolite naku-so da go prezentiram razvojniot pat na studiite vo izminatite deset godini od nivnoto osnovawe i pos-toewe.
Vo ovaa u~ebna 2003/2004 godina se na-vr{uvaat deset godini od osnovawe-to, rabotata i razvojot na studii-te, deset godini makotrpna rabota, godini na razvoj, koncepcii i osposo-buvawe na mladi stru~ni defekto-lo{ki kadri, poletni da ja po~nat svojata humana i, pred sé, stru~na rabota so licata so invaliditet.
It is a great honor for me that I may, on behalf of my colleagues and students from the Institute of Special Education and Rehabilitation to greet you and to express the pleasure for your presence and at the same time allow me to present briefly the path of development of the studies in the past ten years from its establishment and existence.
This academic year 2003/2004 marks the tenth anniversary of the establishment, work and development of the studies, ten years of hard work, years of development, conceptions and qualification of young professional special teachers, enthusiastic to start their human, and above all professional work with persons with disabilities.

Sve~enosta i, pred sî, jubilejot se zbogatuva i so faktot {to prosla-vata se sovpa|a so odbele`uvaweto na Evropskata godina na invalidite 2003. So toa ovaa stru~na Konfe-rencija neka bide na{ prilog kon Godinata na invalidite.
Vo re{avaweto na problemite na li-cata so invalidnost, imperativno be{e, e i }e bide potrebata od ospo-sobuvawe soodvetni defektolo{ki kadri. Samiot nastan so poddr{ka na pove}e aktivnosti, napori i samopo-`rtvuvawa od poedinci, kako i opre-deleni op{testveni i invalidski organizacii da se otvorat i da po~-nat so rabota defektolo{kite stu-dii na Filozofskiot fakultet vo Skopje, po skoro pet decenii od os-loboduvaweto, pretstavuva poseben istoriski nastan za koj idnite istra`uva~i }e gi dadat vistinski-te verifikacii za nivnoto zna~ewe, potrebi i efekti.
Potrebata od osposobuvawe defek-tolo{ki kadri vo Republika Makedo-nija se nametna vedna{ po Vtorata svetska vojna so otvorawe na prvite specijalni u~ili{ta i ustanovi, ka-ko i so specijalnite paralelki pri redovnite u~ili{ta za opfa}awe deca so posebni obrazovni potrebi. Osloboduvaweto ja zatekna Makedo-nija so celosno otsustvo kako so mre-`a na specijalizirani ustanovi taka i so defektolo{ki kadri. Ovoj pro-blem nabrgu po~na da se re{ava od nadle`nite organi za socijalna za{-tita i za obrazovanie, i toa preku konkretni merki i formi na organi-zirana za{tita na tretman i ospo-sobuvawe.
The celebration, above all, the jubilee is enriched with the fact that the celebration coincides with the celebration of the European Year of Disabled People 2003. Let this professional conference be our contribution to the Year of Disabled People.
In solving the problems of the people with disabilities, it was and it has been very essential the need of training appropriate special teachers staff. The idea, supported by a number of activities, attempts and self-sacrificing of some individuals and certain social and organizations of disabled people, to establish and to start work with the studies of Special Education and Rehabilitation at the Faculty of Philosophy in Skopje, five decades after the liberation war, is a special historical event and the future researchers will evaluate its meaning, needs and effects.
The need of training of special teachers staff in the Republic of Macedonia emerged right after the Second World War when the first special schools and institutions were opened, as well as the special classes at regular schools for including children with disabled.
Podgotvuvaweto na defektolo{ki kadri se odviva{e spored urgentnos-ta na potrebite od kadri za rabourgentnos-ta so ovaa populacija na sledniov na~in:

studirawe vo Makedonija kako istureni edinici na Vi{ata defektolo{ka {ko-la i Defektolo{kiot fakultet od Belgrad;
• Posledniot dene{en oblik, imeno
organizirawe defektolo{ki studii, od-nosno Institut za defektologija, ob-lik {to denes go odbele`uvame.
Podgotovkite za obezbeduvawe visoko-obrazovna institucija za osposobuvawe defektolo{ki kadri zapo~naa pri kra-jot na 1991 godina od Sojuzot na defek-tolozite na Makedonija i Zaednicata na invalidskite organizacii. Za taa cel be{e formirana rabotna grupa, na ~elo so prof. d-r Qup~o Ajdinski, za izgot-vuvawe elaborat so predlogot za otvo-rawe defektolo{ki studii na Skop-skiot univerzitet. The training of special teachers staff was realized according to the urgency of the needs for such staff to work with this population in the following way:
• Enabling employed teaching staff
regularly to study Special Education and
Rehabilitation in other republics of former Yugoslavia;
• Organization of special courses for
training of teachers who worked with easy mentally retarded pupils at regular schools;
• Continuous provision of grants for
regular studies of Special Education and
Rehabilitation outside of our country;
• Organization of centers for part-time
studies in Macedonia as branch unites of the Higher defectological school and the Faculty of defectology in Belgrade;
• The latest present institution, namely
organization of Special Education and
Rehabilitation studies, i.e., the Institute of
Special Education and Rehabilitation, the one we are celebrating today.
Vo elaboratot be{e predvideno na studiite da se podgotvuvaat dva profila kadri: klini~ki defektolo-zi i defektolodefektolo-zi edukatori. Rekto-ratot, prifa}aj}i go predlogot, pokrena postapka do Medicinskiot fakultet za osposobuvawe na prviot profil i do Filozofskiot fakul-tet za osposobuvawe na vtoriot profil kadri.
Medicinskiot fakultet od objek-tivni pri~ini, pred sî kadrovski, ne go realizira predlogot i go ostavi da miruva do sozdavawe na potrebnite uslovi, dodeka Filozofskiot fakul-tet go prifati predlogot i inici-jativata na Rektoratot i gi po~na podgotovkite za otvorawe defekto-lo{kite studii na toj fakultet. Po napravenite stru~ni razgovori i diskusii, me|u pretstavnicite na Filozofskiot Fakultet (Dekana-tot, na ~elo so dekanot prof. d-r Trajan Gocevski) i pretstavnicite na Sojuzot na defektolozite na Ma-kedonija (rabotnata grupa, na ~elo so prof. d-r Qup~o Ajdinski), kako i so golemoto razbirawe na toga{niot rektor na Univerzitetot prof. d-r Tomislav ^okrevski, se dojde do o~eku-vaniot epilog. Imeno, na 1 oktomvri 1993 godina Sovetot na
Univerzi-tetot "Sv. Kiril i Metodij# donese
odluka za po~nuvawe defektolo{ki studii na Filozofskiot fakultet.
Vo po~etokot studiite rabotea ka-ko zasebna nasoka na Institutot za Pedagogija, a podocna, vo 1997 godina, prerasnaa vo zaseben Institut za de-fektologija pri Filozofskiot fa-kultet.
The Detailed proposal foresaw preparation of two profiles of staff: clinical special teachers and special teachers. The rector’s office, accepting the proposal, started a procedure with the Faculty of Medicine for training the first profile and with the Faculty of Philosophy for training of the second profile.
The Faculty of Medicine, due to objective reasons, mainly personnel, did not realize the proposal and left it to rest until the creation of necessary conditions, while the Faculty of Philosophy accepted the proposal and initiative of the Rector’s office and started with preparations for establishment of Special Education and Rehabilitation studies at the faculty.
After discussing the issue, the represen-tatives of the Faculty of Philosophy, (the Dean’s office led by the dean Prof. Dr. Trajan Gocevski) and representatives of the Association of special teachers of Macedonia (the working group led by Prof. Dr. Ljupco Ajdinski) as well as with full understanding of former rector of the University, Prof. Dr. Tomislav Cokrevski, the expected epilogue was reached.
Namely, on the 1st of October, 1993, the
Council of Sts Cyril and Methodius University brought a decision for
establishing Special Education and
Rehabilitation studies at the Faculty of
Philosophy. At the beginning, the studies
Studiite, kako ~etirigodi{ni, se realiziraat spored poseben nastaven plan i programi, a studentite {to gi zavr{uvaat studiite dobivaat zvawe "diplomirani defektolozi#. Ovoj stru~en profil, kako op{t di-plomiran defektolog, se osposobuva da izveduva rehabilitacija i vospit-no-obrazoven proces so deca so o{te-ten vid, so o{teo{te-ten sluh, so mental-na retardacija i so telesmental-na invalid-nost vo rehabilitaciski ustanovi, kako i vo posebni u~ili{ta. Isto taka, ovoj profil- "op{t defekto-log#, se vklu~uva i kako ~len vo stru~-nite timovi na redovstru~-nite detski gradinki, osnovnite i srednite u~i-li{ta, zdravstvenite i socijalno-za{titnite ustanovi.
Za vakviot koncept za osposobuvawe na op{t defektolog, opredelbata ja determinira{e: maliot broj nase-lenie (okolu 2 miliona), maliot broj ustanovi za oddelni vidovi i stepeni na o{tetenost, polesno vrabotu-vawe na zavr{enite studenti i {to toj profil pove}e odgovara za vrabo-tuvawe vo redovnite detski gradin-ki i u~ili{ta, potoa vo zdravstve-nite, vo socijalnite i vo drugite ustanovi, osobeno sega vo sprovedu-vaweto na integrativnite procesi. Na studiite se slu{at i se polagat 35 predmeti (op{ti i stru~ni, medi-cinski, psiholo{ki, pedago{ko-di-dakti~ki) i nad 50% stru~no defek-tolo{ki predmeti za rabota so razli~ni invalidizirani lica.
The four-year studies are realized
according to special curriculum and
syllabus, and the students who finish the studies gain the title “graduated special
teachers”. This professional profile, a
general graduated special teacher, is
trained to perform rehabilitation and education-upbringing process with children
with damaged sight, with damaged hearing,
with mental retardation and with physical disability in institutions for rehabilitation
and at special schools. This profile,
“general special teacher”, is also included as a member of professional teams in
regular kindergartens, primary and
secondary schools, health and institutions for social protection.
Such concept of training of general special teacher was determined by: a small number
of population (about 2 million), a small
number of institutions for different kinds and level of damage, easier employment of
graduated students since this profile is more
suitable for employment in regular
kindergartens and schools, in health, social and other institutions, especially nowadays
during the realization of the integrative
processes.
The studies include 35 subjects that have to be attended and taken (general and special,
medical, psychological, pedagogical and
didactical) with over 50% professional

Pri realizacijata na nastavata im se dava prednost na ve`bite i na praktikata, itoa 40:60, odnosno 30:70 vo korist na ve`bite i praktikata, koi isklu~itelno se izveduvaat pretpladne vo nastavnite bazi. Po-kraj toa studentite od treta i ~etvrta godina vo letniot semestar imaat rabotna praktika 30 dena vo specijalizirani institucii.
Nastavata od defektolo{kite
predmeti denes se izveduva so 8
redov-no vraboteni lica na Institutot, a nastavata od drugite predmeti se izveduva od okolu 30 lica od drugite instituti na Fakultetot, kako i od drugite fakulteti na Skopskiot univerzitet. Pokraj ovie nastavni-ci, vo prvite godini od rabotata na Institutot, poradi neraspolagawe so dovolno stru~en defektolo{ki nastavni~ki kadar, sekoja u~ebna godina, po pokana, nastava za oddelni defektolo{ki predmeti izveduvaa i profesori od Defektolo{kiot fa-kultet od Belgrad i od Katedrata za specijalna pedagogija od Sofija, za {to vo ovaa prigoda, od imeto na Institutot i Fakultetot im iz-razuvam golema blagodarnost.
Vo izminatite 10 godini se zapi{aa
deset generacii so vkupno 397 studen-ti, od koi diplomiraa vkupno 120 studenti. Od diplomiranite studen-ti so prose~en uspeh nad 8 se 53, a so povisok prose~en uspeh od 9 se 6 denti. Pove}eto od zavr{enite stu-denti se vraboteni (90%).
Kon krajot na 1997 godina, isto
taka, na Institutot po~naa so rabota i postdiplomski studii. Dosega gi posetuvaat tri generacii so vkupno 61 student.
The teaching is realized with priority over
exercises and practice, i.e., 40:60 or 30:70 in favor of exercises and practice which are
performed only in the mornings at teaching facilities. Besides this, the students of the
third and the fourth academic year, during
summer semester have 30 day working practice at specialized institutions.
The studies of the Special Education and
Rehabilitation subjects are performed by eight (8) full-time employed people at the
Institute, and the other subjects are performed by about 30 people from other
institutes at the Faculty and other faculties of Skopje University. Besides these
teachers, during the first years of the work
of the Institute, because of lack of enough special teaching staff, professors from the
Faculty of defectology in Belgrade and Department for special pedagogy in Sofia
were invited to teach. I take this opportunity, on behalf of the Institute to
express my gratitude to them.
Ten generations with a total of 397
students enrolled the Faculty, out of which
120 students graduated in the last ten years.
Fifty-three (53) graduated students finished the studies with an average grade 8, six (6)
students with an average grade 9, and about 90% of them were employed.
At the end of 1997, post-graduated studies
were included at the Institute and three generations with a total number of 61

Do denes ovie studii gi zavr{ile vkupno 39 nastavnici.
Od anga`iraniot defektolo{ki kadar na Institutot, na defekto-lo{kite predmeti vo izminatite 10 godini imaat doktorirano 4 lica, magistrirano 6 lica, 2 lica imaat prijaveno doktorski tezi, a edno lice ima prijaveno magisterska teza.
Do denes na Institutot, pokraj re-dovniot profesor, {to zamina vo penzija, 2 lica se steknaa so zvawe

Vo izminatiot period Institutot se sretnuva{e so golem broj predizvi-kuva~ki problemi {to baraa uspe{no re{avawe. Mo`e da re~am deka so anga-`irawe na maliot, no sekoga{ so po-zitivna energija, kolektiv uspe{no se razre{uvaa problemite.

• Obezbeduvawe nastaven kadar za
izveduvawe na nastavata;
• Obezbeduvawe nastavni bazi za
izveduvawe na ve`bite i prakti-kata;
In the framework of the Institute of Special Education and Rehabilitation, one-year Special Education and Rehabilitation studies are organized for subject teachers graduated from appropriate faculties for teachers, who work or are willing to work with disabilities pupils. Thirty-nine (39) teachers finished such studies.
Out of the Institute staff, four (4) people
received doctorate in Special Education
and Rehabilitation subjects, six (6) people
received the title M.A., two (2) people
applied with doctoral dissertation and one
(1) person with M.A. thesis.
So far, at the Institute, besides a full
professor, who retired, two (2) persons
acquired the title “associate professors”,
three (3) people the title “docent” and two
(2) people the title “assistant” in M.A.
studies. We expect a colleague of ours to
acquire the title “docent” very soon.
During the past period, the Institute met a
great number of challenging issues and I
may state that the engagement of this small,
but with positive energy personnel has
proved very successful in resolving the
problems.
The activities were directed towards:
• Preparation and adoption of
curricu-lums and syllabuses;
• Preparing teaching staff;
• Preparing teaching facilities for

Defek-tolo{ka teorija i praktika#, vo
koe ~lenovite na stru~niot tim na Institutot aktivno u~estvuvaa so svoi trudovi;

sorabot-ka so defektolo{kite fakulteti od Belgrad, Zagreb, Qubqana, Sofija, Tuzla, Moskva, Arnem i Koblenc, a se izvedeni i stru~ni ekskurzii i poseti so studenti i nastavnici na nekolku univerzitetski centri i specijalni institucii nadvor od zemjata;
• Vospostavena e sorabotka so
invalidskite organizacii, so spe-cijaliziranite ustanovi i u~ili{-ta, potoa so detskite gradinki i osnovnite u~ili{ta, kako i so nad-le`nite dr`avni organi od oblasta na zdravstvoto, obrazovanieto i socijalnata za{tita, a ima{e dobra sorabotka i so mediumite i aktivno u~estvo so nastapi na te-levizijata, radioto i pe~atot.
Poslednite nekolku godini Insti-tutot poka`uva zabele`itelni ak-tivnosti i so negovo vklu~uvawe vo popve}e nacionalni i me|unarodni na-u~no-istra`uva~ki proekti, kako {to se:
• Organizing of many professional
meetings, always with topics of current interest, with participation of a great number of professionals from the country and abroad with their professional and scientific works;
• There were many activities performed
by the members of the professional team of the Institute with their participations with their own works at professional meetings in the country and abroad and with their works published in international magazines;
• The Institute was the initiator for
establishing and publishing of the professional scientific magazine “Theory
and Practice of Special Education and
Rehabilitation” with active participation of the members of the professional team of the Institute with their works;
• Professional cooperation has been
established with the faculties of study for
Special Education and Rehabilitation in Belgrade, Zagreb, Ljubljana, Sofia, Tuzla, Moscow, Arnem and Koblentz. Several professional excursions were undertaken abroad and students and teachers visited a few university centers and special institutions.
• Cooperation has been established with
organizations of disabled people, specialized institutions and schools, kindergartens and primary schools, competent state organs in the field of health, education and social care, as well as a good cooperation with active participation in the media.
Tempus-proektot-VO FOKUS, inte-gracijata, inkluzijata, deinstitu-cionalizacijata, genetikata i dr. Vo poslednata u~ebna godina vrabo-tenite celosno bea anga`irani i vklu~eni vo izgotvuvaweto na novata nastavna programa koja, vsu{nost, e cel na spomnatiot Tempus-proekt. Isto taka, intenzivno se rabote{e i vrz implementiraweto na kredit-niot transfer-sistem.
Tempus project-IN THE FOCUS, inte-gration, inclusion, deinstitutionalization, genetics and so on.
During the last academic year, the staff was
engaged and included in preparation of the
new curriculum which was actually the aim
of Tempus project, as well as with its
intensive work in the implementation of the
credit transfer-system.

gratitude to Prof. Dr. Ljupco Ajdinski, the
founder of the Institute of Special Education
and Rehabilitation for his contribution in
regard with outlining, organizing,
developing and improving the Institute, as
well as his engagement in creating and
training of the teaching staff for work at the
Institute.
For his contribution, I would like to quote
the dean of our Faculty, on the occasion of
the retirement of Prof. Dr. Ljupco Ajdinski,
who stated at the Macedonian Television in
2000: “We were lucky to have Prof. Dr.
Ljupco Ajdinski at the studies and being on

So ~uvstvo na odgovornost i osobeno zadovolstvo vo ovoj mig imame dol-`nost i obvrska da gi ka`eme i da gi verificirame vistinite za ~ove~-nosta i trudoqubivosta na zaedni-cata vo celina, {to se svedo{tvo za eden op{testven odnos kon obezbedu-vaweto na potrebniot stru~en de-fektolo{ki kadar, kako glaven pre-duslov za uspe{no osposobuvawe i za samostoen `ivot na licata so invalidnost ; odnos, naso~en kon ramnopraven tretman za celosna afirmacija na nivnite sposobnosti, afirmacija na ~ovekovata li~nost i afirmacija vo op{testvenata sredi-na.
Na krajot, da gi spomnene i spon-zorite koi nesebi~no dadoa poddr{ka za odr`uvawe na ovaa konferencija: GTZ, Tempus i Filozofski fakultet.
Thank to his enormous experience, and his
international knowledge for the needs of
people to work with disabled persons, we
succeeded in organizing the studies
according to the European standards. With
his extraordinary work, this exceptional
person marked the work of our Faculty and
Skopje University. The Faculty of
Philosophy created another famous
professional worker who we, our state and
our nation can be proud of”.
It is our duty and pleasure, at the same
time, to state and verify the truth about the
humanity and hard work of the community
in trying to provide necessary professional
special teachers staff as a main
precondition for successful training for
independent life of people with disabilities.
This was meant to be equal treatment of
these people, affirmation of their abilities,
affirmation of their personalities and
affirmation of the social environment itself.
