Int roduction
Cooperation with other organizations both in the United Nations System and outside it is becoming increas-ingly necessary.
The Technical Assistance Board of the United Nations has, recognized that work under the'expanded program of technical assistance for economic development cannot be
coordinated without reference to the regular programs of the participating agencies. The programs of long-range activities for children, which will be assisted by the new UNICEF, will require their coordination mechanism which., it is hoped, will gear in with that of the Administrative Coordination Committee. The action of the United Nations and the specialized agencies to provide relief for the civilian population of Korea will necessarily be in the nature of a joint enterprise and will-be coordinated through the office of the Secretary-General. Finally, the Economic and Social Council-at its 11th Session has adopted a resolution on coordination which for 'the first time places this function at the point where it can be effective--that is,' before programs are submitted to the governmental bodies.
It is desirable that recent developments be brought to the attention of the Directing Council, Regional Com-mittee of the World Health Organization. The general
subject of coordination can be conveniently discussed under three headings.

Introduccifn
La cooperaci6n con otras organizaciones tanto en el Sis-tema de las Naciones Unidas como afuera se esta haciendo cada vez mis necesario.
E1 Consejo de Asistencia Tecnica de las Naciones Unidas ha reconocido que el trabajo bajo el programa ampliado de asis-tencia t6cnica para el desarrollo econ6mico no puede ser coor-dinado sin tener en cuenta a los programas regulares de las a-gencias que participan. Los programas de largo alcance para la infancia que contara con la ayuda de la nueva UNICEF nece-sitarg su mecanismo coordinado el cual se espera armonizar& con el del Comite Administrativo de Coordinaci6n. La acci6n de las Naciones Unidas y de las agencias especializadas para proveer
de ayuda a la poblaci6n civil de Corea tendra que ser organiza-da en forma conjunta y sera coordinaorganiza-da por intermedio de la Ofi-cina del Secretario General. Finalmente, el Consejo Econ6mico y Social en su undecima sesi6n adopt6 una resoluci6n sobre
coor-dinaci6n, la cual por primera vez estipula que tales funciones, para ser eficaces, deben realizarse antes de que los programas sean sometidos a las oficinas gubernamenteles responsables.
Es aconsejable que los desarrollos actuales- sean traidos ante el Consejo Directivo, Comite Regional de la Organizaci6n Mundial de la Salud. La forma general de coordinaci6n puede
ser convenientemente discutida bajo tres titulos.

(2) Decisions of ECOSOC XI which govern cooperative programs and their coordination
a, Concentration of Effort and Resources
(UN Document E/l810, Resolution B) (ANNEX I) This resolution constitutes a formal obligation upon WHO under its: Agreement with the United Nations and the relevant decisions of ECOSOC and the General Assembly--notably ECOSOC Resolution 128(VI) and General Assembly Resolution
125(II)-The Director-General of the World Health Organiza-tion will inform the Regional Directors of all plans for joint programs and will study carefully suggestions for joint activities which the Regional Directar may wish to present. The Regional Director may submit to the next meeting of the Directing Council, Regional Committee of the World Health Organization,
(i) a statement on plans for joint programs of WHO and other United Nations Organizations in the re-gion, so that the Directing Council may present to the Fourth'World Health Assembly its sugges-tions and comments on such programs.
(ii) a statement on the collaboration between the Pan American Sanitary Bureau, Regional Office of WHO and the regional staff of other United Nations Organizations to implement joint programs which have already been approved by governmental bodies. Information on the mechanism of coordination is con-tained in the report of the Secretary-General of the
United Nations on ."Concentration of Effort and Resources of the United Nations and the Specialized Agencies'? (UN
Doc. E/.1683). Relevant information is also contained in the reports entitled "Information on Regional Coordination

This Resolution, as stated in its-.last paragraph, will become the basis for a new resolution to be presented
by the Secretary-General of the United Nations to the 5th Session of the General Assembly. WHO, with the other Specialized Agencies concerned, has indicated informally to the Secretary-General, its desire to cooperate with the United Nations and to devise a means whereby this Resolution can work successfully.

The Economic and Social Council
Noting the General Assembly resolution on the problem of the proliferation and overlapping of the programmes of the United Nations and of the specialized agencies (310(IV))
Expresses its conviction that the co-ordination of the projects of the United Nations and specialized
agen-cies at the point of their initiation is essential to the effective concentration of effort and available re-sources advocated in the above-mentioned resolution:
Requests the Secretary-General, through the Administra-tive C-ommittee on Co-ordination, to enlist the co-operation of the executive heads of the specialized agencies con-cerned in making suitable arrangements to ensure:
(a) that, so far as possible, all proposals for surveys meetings or programmes which concern more than one organization shall be the subject of inter-agency consultation prior to their adoption by the competent Commiassions, Councils or Assemblies concerned, with a view to achiev-ing the full utilization of the co-ordinated resources of the various United Nations bodies; (b) that the results of this consultation are put
before the competent organs of the United Nations and the specialized agencies when they consider such projects;
Strongly recommends that the United Nations, special-ized agencies and states members thereof insist on a
deadline for the submission of new projects of at least six weeks prior to the opening of the conferences at which the substance of these projects will be discussed, subject to appropriate provision being made for cases of emergency; and requests the Secretary-General through the ACC to sug-gest model rules of procedure to achieve these ends;

Considerando la resoluci6n de la Asamblea General en cuanto al problema de la multiplicidad y. duplicaci6n de los...programas de las Naciones Unidas y de las agencias especializadas (310(IV)
Expresa su convicci6n de que la coordinaci6n de los proyec-tos de las Naciones Unidas y agencias especializadas al tiempo de dar comienzo, es esencial para la concentraci6n efectiva de esfuerzo y de los recursos disponibles que se abogan, en la an-tes mencionada resoluci6n:
Solicita del Secretario General, a trav6s del Comite Admi-nistrativo de Coordinaci6n, que consiga la cooperaci6n de los
jefes ejecutivos de las agencias especializadas concernientes, con el fin de hacer arreglos convenientes para asegurar:
(a) que, hasta donde sea posible, todas las proposiciones para reuniones de estudio o programas, que son de la incumbencia de mas de una organizaci6n, deben ser ob-jeto de una consulta entre agencias, antes de su adop-ci6n por las Comisiones, Consejos u Asambleas concer-nientes, con miras de asegurar la plena utilizaci6n de los recursos coordinados de los diversos 6rganos de las Naciones Unidas;
(b) que los resultados de esta consulta sean puestos ante los organismos concernientes de las Naciones Unidas y las agencias especializadas cuando ellos consideren
dichos proyectos;
Firmemente recomienda que las Naciones Unidas, agencias especializadas y los estados miembros, insistan en fijar un pla-zo de por lo menos seis semanas, para someter nuevos proyectos, con anterioridad al comienzo de las conferencias, en las cuales los temas vitales de estos proyectos seran discutidos; introdu-ciendo reglamentaci6n adecuada para casos urgentes; y solicita del Secretario General a trav6s de la ACC recomendar la redac-lci6n de modelos de reglamentos de procedimiento para alcanzar
estas metas;
Solicita del Secretario General que informe sobre estos a-suntos al Consejo Directivo en su 13a. sesi6n.

LONG-RANGE ACTIVITIES FOR CHILDREN Resolution adopted by the' Ecgnomic and Social Council on 11 August 1950, :.
The Economic and Social Council,
Havinz examined, in the light of General Assembly resoluti-ons 57 I-aiand 318 (IV), the recommendations of the sixth session of the Social Commission on the long-range activities for children, subsequent reports of the United Nations International Children's Emergency Fund, the
reso-lutions and reports of competent organs of the United Nations and the specialized agencies, and the reports of the
Secretary-General on this subject (2),
Considering that the International Children's Emer-gency Fund has been one of the most promising achievements of the United.Nations, and that it has extended the influence of the Organization by contributing effectively to the'
betterment of the situation of children in.the world, Considering that the principal needs of children
throughout the world which offer scope for effective inter-national action consist of'
(a) those of long-term character which may best be met by the provision of appropriate assistance to Governments designed to aid them .in creating or expanding their permanent child welfare pro-grammes, and
(b) those arising from serious emergencies which may best be alleviated by the provision of.relief

Habiendo examinado, a la luz de las resoluciones 57 (I)
y
318 (IV) de la Asamblea General, las recomendaciones elaboradas
por la Comisi6n de Asuntos Sociales en su sexto peridodo de
se-siones, relativas a los programas a largo plazo en favor de la
infancia; los informes subsiguientes del Fondo Internacionai de
Socorro a la Infancia; las resoluciones e informes de los
6rga-nos competentes de las Naciones Unidas y organismos
especializa-dos, asi como los informes del Secretario General sobre el
par-ticular (2),
Considerando que el Fondo Internacional de Socorro a la
In-fancia ha sido una de las obras de'las Naciones Unidas que mas
promesas ha realizado, y que dicha obra ha propagado la
influen-cia de la Organizaci6n contribuyendo eficatmente al mejoramiento
de la situaci6n de la infancia en el mundo.
-Considerando que entre las principales necesidades de la
infancia en todo el mundo, las que se prestan a una acci6n
in-ternacional eficaz pueden sintetizarse como sigue:
(a)
Las de car~cter a largo t~rmino, a las cuales se puede
atender mejor facilitando una asistencia adecuada a
los Gobiernos, en vista de ayudarles a crear o a
am-pliar sus programas permanentes de socorro a la
infan-cia, y
(b)
Las de carActer de emergencia y que derivan de serios

the economic development of the resources of- the.-community and that ..the United Nations. and the specialized agencies are already engaged in a variety of activities to this end,
Considering that the United Nations International Children's Emergency Fund'already tends towards the type of activity mentioned in sub-paragraph (a) above, and that
future activities should, progressively, and with due regard to all circumstances and available resources., 'shif emphasis from immediate to long-term objectives,
Resolves that, with a view to insuring the uninter-rupted continuation and development of the activities of the International Children's Emergency Fund, there should be continued a United Nations fund for children to be'known as the United Nations .International Children's Endowment Fund (UNICEF) for the'purpose of (a) providing supplies, training services, and advisory assistance in support of the recipient countries.' permanent programmes for children, and (b) meeting.relief needs in cases of serious emergencies;
Concludes that:
(1) There shall be established for these purposes a United Nations Children's Board composed of the
Governments represented on the Social Commission and of other Governments not necessarily Members of the · United Nations, designated by the Economic and Social Council;
(2) In accordance with such principles as ·may be" laid down by the Economic and Social Council and its Social Commission, the. United Nations Children's Board, with .·the advice of a programme committee of liqembers of the Board, which shall meet as often as necessary-,·shall
'formulate the policies, including the termination of programmes, and allocations of funds,: under which the Fund shall be administered;
'(3) The United Nations Children's Board shall take all necessary steps to assure the close collaboration of the Fund with the specialized agencies, pursuant to the
agreements between the United Nations 'aridthe special-ized agencies, and as appropriate with non-governmental organizations having a special interest in child and family welfare, and to obtain from them the advice and technical assistance which it may require for the
implementation of its programmes; the specialized agency or agencies concerned and the Uhited Nations,

Considerando que los m6todos a largo plazo mts eficaces para

colec-tividades, y que las Naciones Unidas y los organismos
especializa-dos han emprendido ya una serie de actividades en dicho sentido,
Considerando que el Fondo Internacional de Socorro a la
In-fancia se aproxima ya al tipo de actividad mencionado en el
subpA-rrafo a) arriba mencionado, y que las futuras actividades deberian,
tomando debida cuenta de las circunstancias y recursos disponibles,
transferir progresivamente su inter6s de lo inmediato hacia
objeti-vos a largo plazo,
Resuelve, en vista de garantizar la continuaci6n
ininterrumpi-da y el desarrollo de las activiininterrumpi-dades del Fondo Internacional de
Socorro a la Infancia, que permahezca en existencia un fondo de
las Naciones Unidas en favor de los nifios que habra de conocerse
bajo el nombre de Fundaci6n Internacional de las Naciones Unidas
de Socorro a la Infancia (FISI), con el prop6sito de (a)
suminis-trar material de ensefianza, servicios de formaci6n y
asesoramien-to tecnico como apoyo a los programas permanentes de los paises
beneficiarios en favor de la infancia, y (b)
hacer frente a las
necesidades de ayuda en los casos de serias emergencias;
Consluve que:
(1) Se establezca con dicho prop6sito un Consejo de la
In-fancia de las Naciones Unidas compuesto de los Gobiernos
re-presentados en la Comisi6n de Asuntos Sociales y de otros
Go-biernos que no sean necesariamente miembros de las Naciones
Unidas, designados por el Consejo Econ6mico y Social;
(2) De acuerdo con los principios que el Consejo Econ6mico
y Social y su Comisi6n de Asuntos Sociales puedan establecer,
el Consejo de la Infancia de las Naciones Unidas, asistido
de un comite del programa compuesto de miembros tomados en su
seno, se reunirA tan a menudo como sea necesario, formularA
las directivas, incluso la elaboraci6n de programas y la
afec-taci6n de fondos, que habran de regir la administraci6n de la
Fundaci6n;
(3) El Consejo de la Infancia de las Naciones Unidas dictarA
todas las medidas necesarias para asegurar una intima
colabo-raci6n entre la Fundaci6n y los organismos especializados, en
virtud de los acuerdos celebrados entre las Naciones Unidas y
los organismos especializados, y, cuando haya lugar, con las
organizaciones no gubernamentales que tuvieran especial
inte-r6s en el bienestar de la infancia y de la familia, a fin de
que dichas estidades le procuren todo el asesoramiento y la

Governments to be presented to the Programme Committee of the Board ahd should provide technical personnel re-quired in the implementation of such progranmmes; the Administration of the Fund shall be assisted by an ad-visory committee composed of representatives of the United Nations..and the specialized agencies doncerned, in order to co-ordinate the procedures of co-operation with these organizations and to exchange information with a view to promoting the most effective action on behalf of children;
(4) During its review of the Technical Assistance
Programme to under-developed countries the Council should examine the activities of.UNICEF with a view to ensuring proper co-ordination;
(5) The Executive Director of the Fund shall be appointed by the Secretary-General, after consultation wvith the
United Nations Children's Board, and shall be responsible to him; the staff and facilities required for the admin-istration of the Fund shall be provided by the Secretary-General;
(6) The central administrative expenses of the Fund shall be covered by appropriations in the regular budget of the United Nations;
(7) The operational activities of the.Fund, including the costs of its field missions, should be financed from a special account to which shall be credited all voluntary contributions from public or private sources;
(8) Governments of recipient countries shall be expected to contribute to the largest possible-extent to the local expenses of UNICEF assisted projects, as has been done during the operation of the United Nations International Children's Emergency Fund, due regard being given to the financial ability of under-developed countries;
(9) The United Nations International Children's Endow-ment Fund shall consist of the assets of the United Nations International Children's Emergency Fund as of the date, these amendments come into effect and further voluntary contributions made available by Governments, voluntary agencies, individual or other sources;
(10) In order to assure the continuity of a long-range programme for children, the General Assembly of the

cooperaci6n con tales organismos y canjear informaci6n en vis-ta de fomenvis-tar las acciones mas eficaces en favor de la
infan-cia;
(4) Al revisar el Programa de Asistencia Tecnica a los Palses poco desarrollados, el Consejo deberia examinar las
activida-des de la FISI en vista de asegurar una coordinaci6n adecuada; (5) El Director Ejecutivo de la'Fundaci6n sera' nombrado, pre-via consulta con el Consejo de la Infancia de.las Naciones U-nidas, por el Secretario General y responderA de sus actos an-te esan-te; el personal y el servicio que reclame la
administra-ci6n de la Fundaadministra-ci6n serAn suministrados.apor el Secretario Ge-neral;
(6) Los gastos de administraci6n central de la Fundaci6n se-ran cubiertos por medio de consignaciones que figurase-ran en el presupuesto ordinario de las Naciones Unidas;
(7) Los gastos de los servicios de la Fundaci6n, incluso los gastos ocasionados por el envio de sus misiones al exterior, deberian financiarse por medio de una cuenta especial a cuyo haber se inscribiran todas las contribuciones voluntarias pro-cedentes de fuentes pdblicas o privadas;
(8) Se cuenta.con que los Gobiernos de. los paises beneficia-rios contribuiran en toda la medida a su'alcance a los gas-tos de la FISI en sus actividades de asistencia local, como cuando operaba el Fondo Internacional de Socorro a la Infan-cia, cuenta habida, debidamente, de las posibilidades finan-cieras de los paises poco desarrollados;
(9) La dotaci6n de la Fundaci6n Internacional de las Nacio-nes Unidas en favor de la Infancia se compondra del activo del Fondo Internacional de Socorro a la Infancia, arrojado en la fecha en que las presentes enmiendas entren en vigor, asi como de todas las contribuciones voluntarias puestas a su dis-posini6n por Gobiernos, Organizaciones voluntarias, Particu-lares o provenientes de otras fuentes;

Recomienda.a la Asamblea General, en su quinto periodo de sesiones, que modifique su resoluci6n 57 (I) incorporando en e-lla las proposiciones contenidas en esta resoluci6n, para sur-tir efecto a parsur-tir del 1 de enero de 1951; y
Pide al Secretario General se sirva preparar un proyecto de resoluci" n en que se incorporen las proposiciones enumeradas mfs arriba, en vista de su presentaci6n a la Asamblea General.
