Topic 5: ADOPTION OF THE PROGRAM OF SESSIONS
In accordance with the Rules of Procedure of the Directing
Council,the Director has formulated a program of sessions for approval
by the Council. This program, in agreement with the precedent
estab-lished by the last meeting of the Council (Washington, D. C., 1953),
provides for all items of the agenda to be discussed in plenary session,
those matters requiring detailed study being referred to small working
parties, This procedure permits those Member States having a single
representative to participate in all discussions and avoids the
diffi-culty previously encountered in securing a quorum for multiple
commit-tees.
